Abstract

This study examines the crisis management and risk analysis processes of large-scale industrial fires in the Marmara Region, the industrial heart of Turkey. The main objective is to evaluate the effectiveness of decision support mechanisms and the contribution of risk assessment models to operational success using quantitative data. The methodology employs retrospective data mining and case studies of 20 large-scale industrial fires (Level 4 and above) that occurred in the region between 2015 and 2025. Parameters such as fire load, response time, in-house automation systems, and crisis management hierarchy were analyzed as independent variables. The findings indicate that 65% of facilities in the Marmara Region lack “dynamic risk analysis” in their crisis management plans. The study concludes with a proposal for an integrated fire management model customized for industrial zones.
