Abstract

Land use planning in Türkiye has gained a significant institutional and legal framework through Law No. 5403 on Soil Protection and Land Use and the recently enacted 2026 Land Use Planning Regulation. However, the extent to which this framework is capable of translating the strategic objectives defined within Integrated Land Use Planning (ILUP) into spatial decision-making processes remains a critical issue. This study aims to reassess the land use planning system in Türkiye based on ILUP objectives and their expected outcomes, through the lens of science–policy–law interactions. In this context, mismatches between planning objectives and existing implementation and decision-making mechanisms are examined using a diagnostic approach based on a science–policy–law interaction matrix. The findings indicate that the fundamental challenge in land management in Türkiye is not the lack of data, but rather the insufficient transformation of strategic objectives into thematic plans, ecosystem services–based assessments, and binding decision-making processes. Accordingly, the study proposes a restructuring of land use planning through a goal-oriented approach and introduces a framework for goal-oriented, thematic, integrated land governance. The proposed framework involves translating ILUP strategic objectives into thematic plans, integrating these plans with spatial decision-making processes, and establishing evaluation mechanisms based on indicators and threshold values that incorporate ecosystem services and soil health indicators. These mechanisms are further supported by indicator-based monitoring, enforcement, guidance, and incentive processes, enabling the systematic integration of scientific knowledge into decision-making. This approach aims to transform land use planning from a static regulatory instrument into a data-driven, adaptive governance system based on thematic priorities and ecosystem services. Ultimately, the effectiveness of land use planning in Türkiye depends not on expanding existing legislation, but on operationalizing ILUP objectives through thematic and ecosystem services–based planning approaches. By revealing the gap between strategic objectives and implementation, this study provides both a conceptual and operational framework to bridge this gap.
