Abstract

Decarbonization policies play a central role in combating climate change. As cities are responsible for the majority of global energy consumption and greenhouse gas emissions, they represent the most strategic spatial scale for decarbonization. Within this framework, various emission targets have been set by political and civil organizations in cities. Carbon neutrality has emerged as one of the prominent emission targets in recent years. Against this background, the study evaluates the extent to which carbon-neutral city practices produce effective results in combating climate change, through the lens of the measures implemented by Copenhagen to achieve its carbon neutrality target.
