Özet

The climate crisis necessitates fundamental and structural transformations in agricultural and water policies. The aim of this study is to examine the priorities, objectives, targets, and evolution of agricultural and water policies in the development plans prepared over the 100-year history of the Republic of Türkiye, and to assess how these policies align with global challenges that have emerged over time. The research involved qualitative content analysis using the MAXQDA software; the objectives related to agricultural and water policies in the development plans were coded under separate headings and analyzed using the conceptual mapping method. The findings indicate that agriculture policy received the most attention in the First Five-Year Development Plan, while water policy was most prominently addressed in the Eighth Five-Year Development Plan; the visibility of agriculture policy in subsequent plans, however, generally declined
