Abstract
Countries’ strategic plans in the field of health services shape the policy agenda of the health sector and delineate the main contours of service delivery. In addition, they provide guidance to the sector by optimizing the allocation and use of resources. For this reason, examining national health strategic plans is of critical importance. However, the number of studies focusing on the analysis of these plans remains limited. The aim of this study is to examine and comparatively analyze the health strategic plans of a total of nine countries selected from different geographical regions worldwide. For the analysis of national health strategic plans, the JANS Joint Assessment Tool—developed by IHP+ to review and analyze countries’ health strategic plans and to identify the key attributes of a national strategy—was used. The review of the countries’ health strategic plans was conducted through document analysis. The findings indicate that the reviewed documents did not sufficiently address countries’ health financing policies or the implementation strategies required to strengthen financing. Moreover, limited attention was given to planning for urgent health needs and to the expenditure framework for costs arising during the implementation of strategic plans. The documents also acknowledged shortages in the health workforce and high levels of out-of-pocket payments that impoverish households; however, implementation strategies to address these issues were almost entirely absent. In conclusion, national health strategic plans should be developed and assessed in a comprehensive manner that addresses all dimensions of health, in line with the approach adopted in this study. It is also recommended that documents related to the research topic in the World Health Organization’s MiNDbank database be updated through appropriate coordination with countries, thereby facilitating researchers’ access to relevant data.
