Abstract
This study aims to examine Kazım Berzeg’s conception of the limited state within the framework of classical liberal political theory. The study systematically analyzes Berzeg’s understanding of natural rights, concept of freedom, interpretation of the rule of law, defense of property rights, and approach to liberal democracy. The research is designed as a theoretical and conceptual analysis based on qualitative methodology. In this context, Berzeg’s books, articles, and the related academic literature were examined. The findings indicate that Berzeg defines the state not as the source of rights, but as a limited institution responsible for protecting the natural rights of individuals. The study also evaluates Berzeg’s critiques of the “sacred state” tradition, tutelary political culture, and majoritarian interpretations of democracy in Türkiye. It is argued that Berzeg’s thought represents not only a reflection of classical liberalism in Türkiye but also an original approach to the theory of the limited state shaped by Türkiye’s historical and institutional conditions. In this respect, the study seeks to contribute to the literature on liberal political thought in Türkiye.
Özet
Bu çalışma, Kazım Berzeg’in sınırlı devlet anlayışını klasik liberal siyaset teorisi çerçevesinde incelemeyi amaçlamaktadır. Çalışmada Berzeg’in doğal hak anlayışı, özgürlük yaklaşımı, hukuk devleti yorumu, mülkiyet hakkı savunusu ve liberal demokrasi anlayışı sistematik biçimde analiz edilmektedir.
