Abstract
Abstract In this study, an analysis of the functionality of the Development Agencies, which are introduced recently within the context of public administration reforms, is conducted. This study encompasses the functionality of the development agencies in terms of inspection of planning. The purpose of this study is; to examine the functionality of the Development Agencies between the local and central institutions and to suggest a model afterwards. Apart from central administration, this study also comparatively examines the future projections of Istanbul Metropolitan Municipality (IMM) for the period of 2014-2019 by utilizing the content analysis method, and tries to apply a hermeneutical and fictional method to define the functionality of the Development Agencies within the framework of their contributions to the problems emerged. As a result of these examinations, it is concluded that the future projections of the central and local institutions / organizations don’t constitute an integrity with the future projections of IMM. It can be claimed that there is a lack of a powerful system that can inspect the integrity of the central and local institutions’ future projections. Based on the data obtained, in order to constitute an integration between local and central institutions, a model is suggested.

Özet Bu çalı ş mada kamu yönetimine .zgü yapılan reformlar ba ğ lamında yakın zamanda devreye sokulan Kalkınma Ajansları’nın i ş levselli ğ i üzerine bir analiz yapılmı ş tır. Bu çalı ş ma, kalkınma ajanslarının planlamanın denetimi üzerinden i ş levselli ğ ini kapsamakta olup, amacı; merkez ile yerelde bulunan kurum ve kurulu ş lar arasında Kalkınma Ajansları’nın fonksiyonelli ğ ini inceleyerek bir model önerisi geli ş tirmektir. Çalı ş mada merkezi yönetimin yanında, yerel ölçek düzeyinde İ stanbul Büyük ş ehir Belediyesi’nin ( İ BB) 2014-2019 gelecek .ng.rüleri içerik analizi yöntemi ile mukayeseli olarak incelenip, ortaya çıkan sorunların ..zümüne yönelik Kalkınma Ajansları’nın i ş levselli ğ i üzerine oturan yoruma dayalı kurgusal bir yöntem izlenmi ş tir. İ nceleme sonucunda İ BB’nin gelecek .ng.rülerinin merkez ve bölgesel kurum/ kurulu ş ların .ng.rüleri ile bütünlük arz etmedi ğ i sonucuna varılmı ş tır. Burada yereldeki kurulu ş ların gelecek .ng.rüleri ile merkez ve bölgesel kurulu ş ların .ng.rülerin bütünlü ğ ünü sa ğ lamaya d.nük gü.lü bir sitemin kurgulanmadı ğ ı iddia edilebilir.
