Eğitim politikalarının büyük oranda üniversite seviyesine odaklanmış olması ve daha alt kademe düzeylerde eğitime erişimde adaletsizliklerin bulunması bu sonucu doğuran nedenlerdendir. Brezilya’da eğitime erişimdeki mevcut adaletsizliği gidermek amacıyla Bolsa Familia Programı uygulanmaktadır. Program klasik bir şartlı nakit transferi programı gibi görünse de birçok etkin ve yenilikçi uygulama yöntemi içermektedir.
