Abstract
Kars and its district, which acts as a host for many different cultures throughout historical process, is an important centre of the oral culture products. This province, which hosts a large number of local music cultural elements, initially minstrelsy tradition, is very important in terms of researching, protecting and maintaining living cultural values. In this context, the aim of this research is to identify the role of non-governmental organizations, which execute works in cultural and socio-economic fields for the benefit of public, in maintaining local music culture in Kars. In line with this purpose; cultural, artistic and minstrelsy tradition works and activities, carried out by non-governmental organizations, have been searched. During this research, unstructured conversation technique, which is one of the qualitative techniques, has been used. Suggestions have been improved in accordance with the data, acquired after interviewing with the non-governmental organizations representatives in the city centre about carrying local music of Kars, into the future.

Tarihsel süreç içerisinde birçok farklı kültüre ev sahipliği yaparak kültürel zenginliklerin taşıyıcısı niteliğine sahip olan Kars ve yöresi, sözlü kültür ürünlerinin önemli bir merkezidir. Başta âşıklık geleneği olmak üzere çok sayıda yöresel müzik kültür unsurunu barındıran bu bölge, yaşayan kültürel değerlerin araştırılması, korunması ve yaşatılması açısından önem arz etmektedir. Bu bağlamda, Kars ilinde toplum yararına sosyo-ekonomik ve kültürel alanlarda çalışmalar yürüten sivil toplum kuruluşlarının yöresel müzik kültürünü yaşatmadaki rolünün tespit edilmesi bu araştırmanın amacını oluşturmaktadır. Bu amaç doğrultusunda, sivil toplum kuruluşlarının gerçekleştirdiği kültürel, sanatsal ve âşıklık geleneğinin sürdürülmesine yönelik çalışmalar ve etkinlikler araştırılmıştır. Betimsel nitelikli olan bu araştırmanın yürütülmesinde, nitel araştırma yöntemlerinden yapılandırılmamış görüşme tekniği kullanılmıştır. Kars’ın yöresel müzik kültürünün geleceğe aktarılması hususunda, kent merkezinde yer alan STK temsilcileri ile görüşülerek elde edilen veriler doğrultusunda öneriler geliştirilmiştir.
