Abstract

This study aims to reveal teachers' opinions about the scales applied to them to evaluate their administrative competencies. In this direction, the thoughts, feelings and attitudes of the teachers towards the measurement tools applied to their administrative competencies were analysed. In this study, which was designed with phenomenological design, one of the qualitative research methods, 21 teachers selected using the maximum diversity sampling method constitute the study group of the research. The data obtained from the teachers in the study group through a semi-structured interview form were analyzed by descriptive content analysis method and four main themes were determined as a result of codes, subcategories and categories created by using more than one coding technique in data analysis. The themes were determined as ‘neutrality versus bias, different perspectives, emotional confusion, awareness and insight’. The majority of the teachers participating in the study consider the factors of current practices in the school, leadership characteristics, school climate, administrators' competencies and work discipline while evaluating their administrators in the scale studies. Situations such as existing bilateral relationships, emotional attitudes towards administrators, doubts about the scientificity of the scales and reluctance to answer the scales may affect the results obtained from the scales applied to teachers regarding the competencies of administrators. This situation, requires practitioners and researchers to be careful about the accuracy and objectivity of the data obtained from the scales used to evaluate the competencies of school administrators.

Özet

Bu araştırmanın amacı, öğretmenlerin yönetici yeterliklerini değerlendirmeye yönelik olarak kendilerine uygulanan ölçeklere ilişkin görüşlerini ortaya koymaktır. Bu doğrultuda öğretmenlerin, yönetici yeterliklerine dair uygulanan ölçme araçlarına yönelik düşünce, duygu ve tutumları incelenmiştir. Nitel araştırma yöntemlerinden fenomenolojik (olgu bilimi) desenle tasarlanan bu çalışmada, maksimum çeşitlilik örnekleme yöntemi kullanılarak seçilen 21 öğretmen araştırmanın çalışma grubunu oluşturmaktadir. Yarı yapılandırılmış görüşme formu aracılığıyla çalışma grubundaki öğretmenlerden elde edilen veriler, betimsel içerik analizi yöntemiyle analiz edilmiş ve veri analizlerinde birden fazla kodlama tekniği kullanılarak oluşturulan kod, alt kategori ve kategoriler sonucunda dört ana tema belirlenmiştir. Temalar “tarafsızlığa karşı taraflılık, farklı bakış açıları, duygu karmaşası, farkındalık ve içgörü” şeklinde belirlenmiştir. Çalışmaya katılan öğretmenlerin çoğunluğu ölçek çalışmalarında yöneticilerini değerlendirirken, okuldaki mevcut uygulamalar, liderlik özellikleri, okul iklimi, yöneticilerin yeterlikleri ve çalışma disiplini faktörlerini göz önüne almaktadır. Mevcut ikili ilişkiler, yöneticilere karşı beslenen duygusal tutumlar, ölçeklerin bilimselliğine yönelik şüpheler ve ölçekleri yanıtlama isteksizliği gibi durumlar, yöneticilerin yeterliliklerine ilişkin öğretmenlere uygulanan ölçeklerden elde edilen sonuçları etkileyebilmektedir. Bu durum, okul yöneticilerinin yeterliklerini değerlendirmek amacıyla kullanılan ölçeklerden elde edilen verilerin doğruluğu ve nesnelliği konusunda uygulayıcıların ve araştırmacıların dikkatli olmalarını gerektirmektedir.
