Ankara’da Bulunan Coğrafi İşaretli Gıda Ürünlerinin Gıda Güvenliği ve Sürdürülebilirlik Perspektifinden Değerlendirilmesi

Evaluation of Geographically Indicated Food Producst in Ankara from the Perspective of Food Safety and Sustainability

Özet

Coğrafi işaret, belirgin özellikleri, ünü ya da çeşitli farklı özellikleri ile ait olduğu yöre, bölge ya da ülke ile özdeşleşen ürünleri ifade etmektedir. Farklı pek çok ürün grubunu bünyesinde barındıran coğrafi işaretler, geleneksel çeşitli ürünlerin kalite, gelenek, deneyim gibi unsurlarını kullanarak bir koruma sağlamaktadır. Diğerlerinden farklılıkları ile ön plana çıkan coğrafi işaretli ürünler yörelerin, bölgelerin ya da ülkelerin kültürel miraslarını gelecek nesillere aktarmalarında ve ekonomik girdi sağlamalarında önem arz etmektedir. Gıda güvenliği ise gıda maddelerinin yetiştirilmesi, taşınması, üretilmesi gibi çeşitli aşamalarda bu ürünlerin hijyenik koşullarını sağlamak ve insan sağlığını tehlikeye atacak herhangi bir durumu ortadan kaldırmayı ifade etmektedir. Çalışma kapsamında Ankara’nın coğrafi işaretli gıda ürünlerinin tescil belgeleri gıda güvenliği ve sürdürülebilirlik perpektifinden incelenmiştir. Tescil belgelerinin büyük bir çoğunluğunda bu iki bakış açısından eksiklikler olduğu tespit edilmiştir. Coğrafi işaret uygulamalarının ve yöresel, kültürel ürünlerin devamlılığının sağlanabilmesi için tescil belgelerinin tekrar gözden geçirilerek revize edilmesi ve gerekli denetim mekanizmalarının kurulmasının gerekli olduğu görülmüştür.

Abstract

Geographical indication refers to products that are identified with the region or country to which they belong, with their distinctive features, reputation or various different features. Geographical indications, which contain many different product groups, provide protection by using elements such as quality, tradition and experience of various traditional products. Geographically indicated products, which stand out with their differences from others, are important in transferring the cultural heritage of regions or countries to future generations and providing economic input. Food safety, on the other hand, means ensuring the hygienic conditions of these products at various stages such as growing, transporting and producing and eliminating any situation that may endanger human health. Within the scope of the study, patent documents of geographically indicated food products of Ankara were examined from the perspective of food safety and sustainability. It has been determined that there are deficiencies in the vast majority of patent documents from these two perspectives. It has been seen that it is necessary to check and revise the registration documents and to establish the necessary control mechanisms in order to ensure the continuity of geographical indication implementation and local and cultural products.
