Abstract

This article examines the European Union’s (EU) model of deep integration through a comparative analysis of integration efforts among Islamic countries and seeks to explain why a stable and binding form of integration has not emerged in the Islamic world. The study first traces the historical evolution of European integration, from post-war sectoral cooperation to a comprehensive political, legal, and institutional order, emphasizing the transition from shallow to deep integration. The EU’s institutional architecture is analysed as the core mechanism sustaining this model through sovereignty sharing and legal bindingness. The article then explores the historical roots of integration in the Islamic world, from the Medina Charter to the Ottoman experience, and demonstrates how colonialism, nation-state formation, sectarian and ethnic fragmentation, and external interventions disrupted this legacy in the modern era. Major Islamic cooperation frameworks are evaluated against deep integration criteria, revealing that they largely remain loose intergovernmental platforms. The study concludes that regime heterogeneity, economic disparities, and external interventions constitute the main structural obstacles to integration and proposes a flexible, multi-layered integration approach based on institutional reform, economic coordination, and collective security mechanisms.
