Abstract

Health expenditures are an important determinant of economic growth and development. Although there are many factors affecting health expenditures, these factors can be economic, cultural, demographic, behavioral, political and environmental. Correct determination of these factors is important for the development of appropriate policy recommendations. This study aims to research the determinants of public health expenditures in Middle Eastern countries in the period 2005-2020. For this purpose, the determinants of public health expenditures were evaluated within the framework of both long-term structural effects and country-specific short-term fluctuations using the Panel Average Group (PMG) estimator method in the study. As a result of the empirical analysis, it was found that in the long run, the increase in the share of exports in GDP has a positive effect on public health expenditures, and the positive effects of openness to foreign trade on welfare will increase the demand for health services. In addition, it was concluded that foreign direct investment inflows have a decreasing effect on public health expenditures, while increases in unemployment, population and air pollution increase public health expenditures. Short-term results show that exports temporarily reduce public health expenditures, and increases in air pollution have limited mitigating effects.
