Abstract

This study aims to examine, at a theoretical level, how the perspective of children’s rights can be addressed in public policy analysis, within the context of John Kingdon’s Multiple Streams Framework. The analytical approaches used in the public policy literature often fail to adequately address the specific position of children in policy processes and the short and long term effects of policy decisions on children. This situation reduces the visibility of children in the policy agenda and makes the systematic evaluation of children’s rights more difficult. In this study, the child rights approach is addressed in relation to Kingdon’s Multiple Streams Framework, which consists of problem, policy and political streams. Within this framework, child rights violations are conceptualized as policy problems requiring public intervention within the Problem Stream; tools such as child rights impact assessments are evaluated as solution options developed within the Policy Stream. The Political Stream on the other hand is considered within the framework of the attitudes and orientations of politicians, decision-makers, and the public in bringing issues and proposed solutions regarding children’s rights to the agenda. In this context, ombudsman institutions are not positioned as a direct element of the political stream; rather they are positioned as institutional actors that generate feedback in the implementation process of chosen policy solutions, highlight shortcomings in implementation and thus contribute to the oversight of the administration in accordance with good governance principles (legality, transparency, accountability…) by providing experience-based information. Ombudsman institutions, which can receive direct applications from children, can indirectly contribute to bringing children’s rights to the policy agenda and opening appropriate policy windows by generating experience-based data on administrative practices. In this context, making visible the rights violations faced by children through accessible application channels contributes to the development of a child-friendly, inclusive, and responsive administrative process. This impact becomes even more visible through special and thematic reports that go beyond individual applications and aim to reveal structural problems in specific areas. This study is based on a literature review conducted within the framework of a qualitative research approach. Positioned at the intersection of public policy analysis, child rights, and ombudsman literature, this study presents a theoretical discussion on how the child rights perspective can be integrated into policy processes through the Multiple Streams Framework and aims to create a conceptual foundation for future empirical research.
