Özel Öğretim Kurumlarının -Dershanelerin- Kentteki Yer Seçimi: Trabzon Kenti Örneği

Özet
Ülkemiz mevzuatında, özel öğretim kurumlarının kuruluşu ve işletimini esas alan kanun ve yönetmeliklerin yanı sıra, ağırlıklı olarak kurumlarının mekânsal birimleri ve kurumlarda kullanılacak araç gereçlerin standartlarını belirleyen yönergeler bulunmaktadır. Dershanelerin kentsel düzlemde konumu, hareketliliği, yer seçimi, kentsel işlevlerle ilişkisi ve entegrasyonuna ilişkin standartlara ve/veya araştırmalara pek rastlanmamaktadır. Bu çalışma ile özel öğretim kurumların kentteki yerseçim kriterlerine ilişkin fiili durum, Trabzon kenti örneği üzerinden aktarılmış olup benzer durumun diğer kentlerdeki varlığı, sorunları farklılaşsa bile dikkat edilmesi gereken hususlar ve değerlendirmeler kapsamında literatüre ve mevzuata katkı sunması amaçlanmıştır. Sonuçta, eğitim-öğretim sistemi içerinde bu kurumlar var olmaya devam edecekse ya da daha büyük bir problem olarak özel eğitim kurumuna dönüşme süreci yaşanacaksa; kent merkezinde konumlanan dershanelerin dönüşümü mekânsal olarak duyarlılıkla irdelenmek durumundadır.
Abstract
In Turkish legislation, in addition to the laws and regulations that mainly organize the establishment and operation of private education institutions, there are also directives that regulate the standards for all departments of private education institutions and the equipment and tools utilized in these institutions. However, there are no specifications and / or studies related to the location of the training centers in urban spaces and their integration in these spaces. In the present study, the actual status of the site selection criteria for urban private education institutions was scrutinized based on the example of Trabzon in Turkey. The study aimed to contribute to the literature based on the presence of similar situations in other urban areas, and related significant issues and assessments, albeit the issues are different in different urban areas. If these institutions would continue to exist in the education-instruction system or if a transformation into a special education institution would be implemented, it should be spatially examined with care to determine which would be a bigger problem; the transformation of these institutions located in the city center or using the main arteries in the city as open spaces.
