Digital culture in global competition

Abstract
This article draws attention to the use of Information and Communication Technologies (ICT) for education and research purposes by the countries to meet the chalenges of the global economic competition. Specificly, it concentrates on the digitisation of the education and research material and its presentation in the Internet for the use of wider edecation and research community. The digitisation project undertaken in England exactly for this purpose is given in some detail to emphasize the importance of the subject. Few digitisation programs in Turkey are given to assess the level of studies of digitisation in academic research and education. Information is also given in some detail about the Visual History Archive, which is first of its kind for Turkey.
Özet
Ülke ekonomilerin küresel rekabetle başa çıkabilmesinin, iyi bir eğitim ve araştırma altyapısı geliştirilmesiyle sağlanabileceğine, bunun da ancak, Bilgi ve İletişim Teknolojileri’nin (BİT) bütün imkanlarından faydalanmayla mümkün olabileceğine vurgu yapılan makalede, eğitim ve araştırma materyalinin dijital ortama aktarılması ve İnternet üzerinden kullanıcıların istifadesine sunulması konusunda kapsamlı projenin yürütüldüğü İngiltere’deki kurumsal yapılanma ve çalışmalar hakkında bilgi verilmektedir. Ardından, dijitalleştirme konusunda, genelde Türkiye, özelde ise tarih alanındaki durum değerlendirilmekte, Türkiye’de alanında bir ilk olan Görsel Tarih Arşivi tanıtılmaktadır.
