EVALUATION OF DISTANCE EDUCATION MANAGEMENT PROCESSES IN HIGHER EDUCATION INSTITUTIONS IN ISTANBUL

Abstract

It is observed that scientific studies have been carried out for many years in the World and in our country regarding the distance education process. However, it can be stated that the importance of distance education is better understood, especially amid the COVID-19 pandemic. The purpose of the research is to designate and evaluate the distance education process by taking the opinions of the Distance Education Application and Research Center (UZEM) managers in universities on the distance education process and to determine the status quo and what should be done accordingly in order to make the process more effective. The research was carried out with the qualitative research method. While determining the study group, an easily accessible sample, which is one of the purposive sampling methods, was used and eight administrators working in Distance Education Centers (UZEM) within two state universities and six foundation universities volunteered for the research. The data were collected through a semi structured interview form and analyzed by content analysis. Gaining importance with the COVID-19 pandemic and with the assumption that this importance will continue to increase in the future, it is thought that describing the information and explanations about distance education management and clarifying the necessary situations will contribute to the existing literature. One of the most important findings of the research is that, while adopting distance education systems, attention is paid to the fact that the platforms are those which can be adapted to required education or training. Readiness, security, cost, interaction and convenience for development come next, and the order of priority of these issues changes in line with the needs and conditions of the institutions.

Özet

Uzaktan eğitim süreciyle ilgili dünyada ve Türkiye’de uzun yıllardır bilimsel çalıĢmalar yapıldığı, süreçle ilgili çalıĢmalar yürütüldüğü görülmektedir. Ancak uzaktan eğitimin öneminin özellikle COVID-19 pandemisi döneminde daha iyi anlıĢıldığı ifade edilebilir. AraĢtırmanın amacı; üniversitelerde Uzaktan Eğitim Uygulama ve AraĢtırma Merkezi yöneticilerinin uzaktan eğitim sürecine iliĢkin görüĢlerini alarak uzaktan eğitim sürecini belirlemek ve değerlendirmek, mevcut durumu ile olması gerekeni belirleyerek sürecin nasıl daha etkili olabileceğine iliĢkin saptamalar yapmaktır. AraĢtırma nitel araĢtırma yöntemiyle yürütülmüĢtür. ÇalıĢma grubu belirlenirken amaçlı örnekleme yöntemlerinden kolay ulaĢılabilir örneklem kullanılmıĢ olup araĢtırma için gönüllü olan Ġki devlet üniversitesi ile altı vakıf üniversitesi bünyesinde bulunan UZEM’lerde görev yapan sekiz yönetici çalıĢma grubunu oluĢturmuĢtur. Veriler yarı yapılandırılmıĢ görüĢme formu aracılığı ile toplanmıĢ ve içerik analizi ile çözümlenmiĢtir. COVID-19 pandemisiyle önem kazanan ve gelecekte de bu önemin artarak süreceği varsayımıyla, uzaktan eğitim yönetimine iliĢkin bilgilerin, açıklamaların betimlenmesinin, olması gereken durumlara açıklık getirilmesinin literatüre katkı sağlayacağı düĢünülmektedir. AraĢtırmanın önemli olarak belirtilebilecek bulgularından biri, uzaktan eğitim sitemleri tercih edilirken eğitim amaçlı ya da eğitime uyarlanabilen platform olmalarına dikkat edildiği, sonrasında ise hazırbulunuĢluk, güvenlik, maliyet, etkileĢim ve geliĢime elveriĢlilik hususlarının geldiği ve bu hususların öncelik sırasının kurumların ihtiyaçları ve koĢulları doğrultusunda değiĢtiğidir.
