Foundations of Social Help and Solidarity as a Means Against Poverty

Abstract

Throughout the history of mankind, the fact that people are in need has always been the issue and still continues to be discussed. This neediness has been tried to be resolved in various forms according to time and place. The fact that people are not self-sufficient and dependent on others has maintained its validity even today. Under these circumstances, struggle against poverty is inevitable. Although there are many methods of struggle against poverty in theory, the emphasis has been on social help practices as a method of struggle in almost every country. Fighting poverty through social help is the dominant idea in the whole world. Over time, social aids are moving away from the function of poverty reduction and becomes a reason itself. This study aims to reveal the effectiveness of Foundations of Social Help and Solidarity considered as a tool to combat poverty.

İnsanlık tarihi boyunca, bireylerin muhtaç durumda bulunmaları hep söz konusu olmuş ve olmaya da devam etmektedir. Bu muhtaçlıklar, zaman ve mekana göre çeşitli şekillerde giderilmeye çalışılmıştır. İnsanların kendi kendilerine yetemeyip başkalarına muhtaç olma durumu, günümüz için de geçerliliğini korumuştur. Hal böyle olunca yoksullukla mücadele kaçınılmaz olmaktadır. Yoksullukla, teorikte birçok mücadele yöntemi olmasına karşın hemen her ülkede mücadele yöntemi olarak sosyal yardım uygulamalarına ağırlık verilmektedir. Yoksullukla, sosyal yardım aracılığıyla mücadele etmek bütün dünyada hakim anlayıştır. Zamanla, sosyal yardımlar yoksulluğu azaltma işlevinden uzaklaşmakta ve bir neden olarak ortaya çıkmaktadır. Bu çalışmanın amacını yoksullukla mücadelede bir araç olarak düşünülen Sosyal Yardımlaşma ve Dayanışma Vakıflarının yoksulluk ile mücadelede etkinliğinin ortaya çıkarılması oluşturmaktadır.
