The targeted FLT teacher profile and the autonomy of faculties of education

Abstract
From the 2018-2019 academic year, the curricula of all bachelor's degree programs of the faculties of education in Turkey, have been drastically changed by the Higher Education Council (YÖK). With regard to the teaching departments of French as a foreign language, this new curriculum has been the subject of discussions which have not yet been concluded. Among the subjects criticized are, on the one hand, the decrease in the number as well as in the hours and ECTS credits of courses given in French, on the other hand, the significant increase in the number of professional knowledge courses, general culture and educational sciences whose language of instruction is Turkish. Following several renewals in the curriculum of the departments training future teachers, this one turns out to be the most categorical given that no right of change has been granted to the departments of nine universities that train teachers of French. Although it is entirely permissible for each state to determine its training policy for future teachers according to the needs of the country, the fact that all departments follow the same course is against the very definition of the university. Indeed, departments of different universities must have the right to organize their curriculum according to their own vision, without departing from the framework defined by the state.

2018-2019 Akademik yılında alınan bir karar sonrasında, Eğitim Fakültelerine bağlı tüm lisans programlarının eğitim izlenceleri Yüksek Öğretim Kurulu (YÖK) tarafından bütünüyle değiştirilmiştir. Diğer tüm alanlarda olduğu gibi Fransız Dili Eğitimi lisans programı da yeniden ve bütünüyle oluşturulmuş ve bu tarihten başlayarak ilgili tüm anabilim dallarında uygulanmaya başlanmıştır. Fransız Dili Eğitimi lisans öğretim programlarındaki bu değişiklik beraberinde birçok tartışmayı da getirmiştir. Bu yeni öğretim programına yöneltilen eleştirilerin başında Fransızca olarak verilen derslerin sayısında ve AKTS’lerindeki düşüş; buna paralel olarak da öğretim dili Türkçe olan meslek bilgisi ve genel kültür derslerinin sayısının daha da artması gelmektedir. Tüm bu değerlendirme ve eleştirilerin de ötesinde, geleceğin Fransızca öğretmenlerini yetiştirme görevini yürütmekte olan dokuz ayrı üniversitenin ilgili dokuz ayrı anabilim dalına hiçbir söz hakkı tanınmamış olması aslında sorunun temelini oluşturmuştur. Elbette her devlet, ülkenin gereksinimleri doğrultusunda ve devletin kısa, orta ve uzun vadeli planlamaları ışığında öğretmen yetiştirme politikalarını belirleme hakkına sahiptir; ancak her anabilim dalının tamamen aynı öğretim programlarını uygulaması da üniversitenin tanımına aykırı görünmektedir. Bu çalışma, üç yılı aşkın bir süredir uygulanmakta olan Fransız Dili Eğitimi yeni lisans programının kısa bir değerlendirmesini yapmayı hedeflemektedir. Bu değerlendirme, Hacettepe Üniversitesi Fransız Dili Eğitimi Anabilim Dalı’nın eski lisans programı referans alınarak ve her iki programın hedeflediği öğretmen profilleri arasındaki fark ortaya konularak yapılacaktır.
