The study of ethical role behaviours' perceptions by comparing of primary school inspectors (the example of Konya)

Abstract

In this study, it hat been detected whether the primary school inspectors behave according to the ethical behaviour patterns in their duties of guidance, on the job training, inspection and evaluation by explicating ethical concepts in the examples of Konya. The aim of this study is to inform the primary school inspectors in the Turkish Public Education System, about the ethical behaviour patterns in their duties of guidance, on the job training, inspection, and evaluation; to ensure their being sensible to the ethical behaviour patterns in their duties; and if necessary to improve their unethical behaviours and contribute to their improvement. So the goal is to enable the aim of the Public Education become real in an effective and efficient way. According to the findings of this research; 1.Point of personal characteristics; it is relevant that there is not a significant distinction among the primary school teachers regarding the varieties such as duty station, gender, marital status, length,of service, and educational background; but concerning the branch variable, there is a significant distinction between the class teachers and Mathematics/Science or special abilities such as Music, Art, Gymnastics; but there is a significant distinction between the primary school inspectors' perception regarding the varieties. 2. According to the perception of teacher and colleagues, it is clear that primary school inspectors behave according to the ethical behaviour patterns concerning guidance, on the Job training, inspection and evaluation but is also clear that there is a significant distinction between the perception of primary school teachers and primary school inspectors on the value of p=0,001.

Özet

Bu çalışmada etik kavramı irdelenerek, Konya ili örneğinde ilköğretim müfettişlerinin yürüttükleri, rehberlik ve işbaşında yetiştirme ile teftiş ve değerlendirme görevlerinde etik rol davranışlarına uygun davranıp-davran-madıkları saptanmaya çalışılmıştır. Araştırmanın amacı; Türk Milli Eğitim sistemi içerisinde denetim görevini yürüten ilköğretim müfettişlerini, etik rol davranışlarından haberdar etmek; müfettişlerin, öğretmenler ve meslektaşlarınca nasıl algılandıklarını ortaya koymak; görevlerini yürütürken etik rol davranışlarına duyarlı olmalarını sağlamak; varsa etik olmayan davranışlarını düzeltmelerine katkıda bulunmak; dolayısıyla belirlenen amaçların daha etkili olarak gerçekleşmesine yardımcı olmaktır. Araştırma sonucu elde edilen bulgulara göre; 1.Öğretmenlerin algıları arasında görev yeri, cinsiyet, medeni durum, meslekî kıdem ve eğitim durumu değişkenleri bakımından, sınıf öğretmenleri ile matematik/fen ve teknoloji ile özel yetenek alanları öğretmenlerinin algıları arasında anlamlı bir fark olduğu; meslektaşlarının algıları arasında ise, değişkenler arasında anlamlı bir fark olmadığı; 2.Öğretmenler ve meslektaşlarının algılarına göre, rehberlik ve işbaşında yetiştirme ile teftiş ve değerlendirme görevlerinde, ilköğretim müfettişlerinin, etik rol davranışlarına uygun davrandıkları, ancak öğretmenler ile meslektaşlarının algıları arasında p=0,001 düzeyinde anlamlı bir fark olduğu anlaşılmaktadır.
