EVALUATION OF TURKEY’S IMMIGRANT EDUCATION PROCESS IN THE CONTEXT OF MIGRANT EDUCATION POLICIES IN THE WORLD AND SOLUTION SUGGESTIONS

Abstract

Migration can be defined as a phenomenon that occurs when people go from one place to another for political, religious, economic or cultural reasons. The migration movement has influenced many societies from the past to the present and has shaped the policies of many countries. For instance, Turkey has faced an influx of immigrants due to the war that took place in Syria in 2011. The country has been a home for many immigrants from Syria since then. Approximately four million immigrants have been a major factor when it comes to reshaping the country's policies. One of these reshaped areas is education. The increasing population of immigrants and the prolongation of their stay in the country have led to serious steps towards immigrant education. However, despite the efforts carried out in the field of immigrant education for the last ten years, the lack of desired results is a damaging issue in many aspects. For this reason, it was deemed necessary to carry out this study. The aim of this study is to investigate the migrant education applied in the world and in this context, to evaluate the migrant education practiced in Turkey and to present suggestions that are thought to contribute. The data in this study were obtained by qualitative research method and document analysis. The versatility of global education policies has been determined, and according to this determination, suggestions have been developed such as increasing the qualifications of the elements involved in the education process in Turkey, making the process more widespread and applicable, and planning the monitoring and evaluation activities in a systematic structure in practice

Özet

Göç; siyasi, dini, ekonomik veya kültürel nedenlerle insanların bulundukları yerden başka bir yere gitmesiyle gerçekleşen olgudur. Göç hareketi geçmişten günümüze birçok toplumu etkilemiş, ülke politikalarına yön vermiştir. Türkiye 2011 yılında Suriye’de meydana gelen savaştan dolayı bir anda göçmen akınına uğramıştır. Bu süreçten sonra Suriye’den gelen göçmenlere ev sahipliği yapmıştır. Yaklaşık olarak dört milyon göçmen nüfusu ülke politikalarının şekillenmesinde rol oynamaya başlamıştır. Bu alanlardan biri de eğitimdir. Göç eden nüfusun giderek artması ve ülkede kalma süresinin uzaması göçmen eğitimine yönelik ciddi adımlar atılmasına sevk etmiştir. Ancak son on yıldır göçmen eğitimi alanında yürütülen çalışmalara rağmen istenilen yere gelinememiştir. Bu sebeple çalışmanın yapılması gerekli görülmüştür. Çalışmanın amacı Dünyada uygulanan göçmen eğitimlerinin araştırılması ve bu bağlamda Türkiye’de uygulanan göçmen eğitiminin değerlendirilmesi ile katkısı olacağı düşünülen önerileri sunmaktır. Bu çalışmadaki veriler nitel araştırma yöntemiyle doküman analizi yapılarak elde edilmiştir. Dünya’da uygulanan eğitim politikalarının çok yönlülüğü saptanmış olup Türkiye’de eğitim sürecine dâhil olan ögelerin niteliklerinin arttırılması, sürecin daha geniş daha uygulanabilir olması, uygulamalarda izleme ve değerlendirme faaliyetlerinin sistemli bir yapıda planlanması geliştirilen önerilerdendir.
