Abstract
Comparative Education is a disciplinethathelps to identify the similarities and differences between two or more education systems indifferent cultures and countries, andwhichputs forward useful suggestions about the ways to educate people (Türkoğlu, 1985). Ever sincetheSalamanca Statement (UNESCO, 1994), inclusive education has taken considerable steps globally. In this sense, governmentshave takenaction to apply educational policiesin orderto eliminate students’ disadvantagesarising from gender, disability, culture, ethnicity, socioeconomic background,etc. The purpose of this paper is to compare inclusive education inTurkeyandArgentinautilizingBereday's(1964)comparativeeducationmodel. Comparing inclusive education in Turkey and Argentina not only contributes to a better understanding ofthe inclusive education implicationsin these two developing countries,butitalsohelps in definingproblems and proposingsolutions. While inclusive education policies in Turkey focus on disabled students and students with learning difficulties,in Argentinathey focus on disadvantaged groups in order to provide educational equality.
