The Medal Of Constitution Prepared As A New Symbol Of Political Authority During The Second Constitutional Era

Abstract

Symbols, which are the most significant elements of communication, were used by governments as a tool for ensuring social unity. Ottoman sultans often used these symbols in the ceremonies organized at palaces and during contact with the society, such as the greetings of Friday prayers and religious feasts. Sultan Abdulhamid II put the emblem of the state on the buildings in suburban areas in order to show his power in a symbolic way. The Ottoman constitution medal was designed to serve as one of these symbols. The medal was prepared with the order of the Sultan Abdulhamid II, with the purpose to cherish the memory of the first Ottoman Constitution. It was designed in different forms for men and women and was well-funded to ensure that it reached a large number of people. In this way, it was aimed to show the influence of the emperor in the announcement of one of the most significant documents of the Ottoman political history. However, Sultan Abdulhamid II was dethroned after the 31 March Incident. The new government made important changes to own the medal. First of all, the year 1876, which is the announcement date of the First Constitutional Period, was erased from the medal and instead, 1908, which is the announcement date of the Second Constitutional Period, was written. Thus, the Ottoman Constitution Medal became the most significant instrument symbolizing the government in the periods of Abdulhamid II and Mehmed Reşad V. In this research, the physical features, the preparation process and the symbolic value of the medal were analyzed.

İletişimin en önemli unsurları olan semboller, iktidarın toplumsal birlikteliğisağlama aracı olarak da kullanılmışlardır. Osmanlı padişahları, saraylarda icra edilentörenlerde ve Cuma ve bayram selamlıkları gibi halkla temas esnasında bu sembollerdenfazlasıyla yararlanmışlardır. Sultan II. Abdülhamid, merkezden uzak şehirlerde tesis ettiğibinalara koydurduğu devlet armasıyla, sembolik olarak gücünü taşrada göstermekistemiştir. Kanun-ı Esasi madalyası da bu simgelerden biri olarak tasarlanmıştır.Madalya, Sultan II. Abdülhamid’in talimatıyla ilk Osmanlı anayasasının hatırasınıyaşatmak amacıyla tanzim edilmiştir. Kadınlar ve erkekler için ayrı türleri yapılmış vegeniş halk kitlelerine ulaşabilmesi için gerekli ödenek desteğinde bulunulmuştur. BöyleceOsmanlı siyasi tarihinin en önemli vesikalarından birinin ilanında padişahın ne kadaretkili olduğu gösterilmek istenmiştir. Ancak 31 Mart Hadisesi sonrasında Sultan II.Abdülhamid, tahtından indirilmiştir. Yeni iktidar, madalyayı sahiplenmek için üzerindeciddi değişiklikler yapmıştır. İlk olarak madalyada yer alan Birinci Meşrutiyetin ilantarihi olan 1876 yılı silinmiş, sadece İkinci Meşrutiyetin ilan tarihi olan 1908 yılına yerverilmiştir. Böylece Kanun-ı Esasi madalyası, hem II. Abdülhamid devrinde hem de V.Mehmed Reşad zamanında iktidarı sembolize eden en önemli enstrüman haline gelmiştir.Bu çalışmada, söz konusu madalyasının fiziksel niteliği, hazırlanma süreci ve sembolikdeğeri hususları incelenmiştir.
