Abstract

Italy’s main goal to get involved in the First World War was to achieve Mare Nostrum, while Greece aimed at achieving Megali Idea. Western Anatolia and especially "Pearl of Asia Minor" Izmir, was the most important region both of the countries wanted to dominate in order to realize their purposes. In the secret bargains and agreements which were made with the Entente during the war, both countries received "guarantees" in this direction. After the war, as the “winner states” both countries had entered into the expectation of fulfilling these promises given to them. For this reason, a great competition emerged between these two states following the Armistice of Mudros. On the one hand the parties had diplomatic activities to influence the decisions of the Great States on the issue of Izmir, and on the other hand they engaged in intensive propaganda activities in Izmir. The Cold War between the parties had reached such a dimension during the Paris Peace Conference that to whom Izmir was to be given became one of the most important issues of the conference. The objective of this study is to examine the diplomatic competition in Paris between the two countries, which have adopted a propaganda policy towards Western Anatolia from the Mudros Armistice until the occupation of Izmir, and simultaneously the propaganda war in Izmir. The study is based on sources from the Italian and Greek Ministry of Foreign Affairs, British and Greek pres.

Özet

Birinci Dünya Savaşı’na İtalya’nın dâhil olmaktaki amacı Mare Nostrum, Yunanistan’ın ise Megali İdea’yı başarmaktı. Batı Anadolu ve bilhassa “Küçük Asya’nın incisi” İzmir, her iki ülkenin de bu amacını gerçekleştirmek için egemenlik altına almak istediği yerler arasındaydı. Nitekim savaş sırasında İtilaf Devletleri nezdinde yapılan gizli pazarlıklar ve anlaşmalarla bu yönde “güvenceler” alınmış, savaş sonrası “kazanan devletler” olarak her iki taraf da kendilerine verilen bu vaatlerin yerine getirilmesi beklentisi içerisine girmiş ve Mondros Mütarekesi büyük bir rekabete dönüşmüştü. Taraflar, bir yandan Büyük Devletlerin İzmir konusundaki kararını etkilemek için diplomatik faaliyetlerde bulunurken, diğer yandan İzmir’de yoğun bir propaganda faaliyetine girdi. Taraflar arasındaki bu “Soğuk Savaş” Paris Barış Konferansı sırasında öylesine bir boyuta ulaştı ki “İzmir’in hangi ülkenin egemenliğine” bırakılacağı sorusu konferansın en önemli meselelerinden birine dönüştü. Bu çalışmanın amacı Mondros Mütarekesi’nden İzmir’in işgaline kadar olan tarihsel süreçte Batı Anadolu’ya yönelik yayılmacı siyaset benimseyen bu iki ülke arasında Paris’te yaşanan diplomatik rekabeti ve eş zamanlı olarak İzmir’de yaşanan propaganda savaşını incelemektir. Çalışma, ağırlıklı olarak İtalyan ve Yunan Dışişleri Bakanlığı arşiv belgelerine ve İngiliz ve Yunan basınına dayanmaktadır.
