Achieving a balance between “freedom”, “security” and “democracy” in a democratic society has great difficulties. As well as the priority of protecting freedoms and democracy in the achievement of this balance; security measures taken against increased terrorist threats, especially after the September 11 attacks, seem to have led to restrictions on democratic freedoms in many countries, including developed Western democracies. Demokratik bir toplumda “özgürlük”, “güvenlik” ve “demokrasi” dengesinin sağlanması büyük zorluklar içermektedir. Söz konusu dengenin sağlanmasında özgürlüklerin ve demokrasinin korunması asıl ve öncelikli olmakla birlikte, özellikle 11 Eylül saldırılarından sonra artan terör tehditlerine karşı alınan güvenlik tedbirlerinin, gelişmiş Batı demokrasileri de dahil, birçok ülkede demokratik özgürlüklerin kısıtlanmasına yol açtığı görülmektedir. Çalışmada Türkiye’de teröre destek vermeleri nedeniyle bazı belediyelere kayyum atanması uygulaması “özgürlükler, demokrasi ve güvenlik ilişkisi” bağlamında değerlendirilerek “Kamu düzeni ve güvenlik kaygısı yerel demokrasiyi askıya aldırır mı?
