National security concept has been introduced to the political literature after the Second World War via National Security Act by the USA. National Security has been used as only descriptive concept in this Act which is aimed to provide internal coordination between departments of the State. Therefore “national security” concept wasn’t clear in this Act. In the cold war time, national security concept has been defined as parallel to the aim of the protection of the NATO countries from threats of the communism. Later it becomes references policy for internal and foreign policies. Although the national security is a new concept but its contents depends on the fundamental theories of the political sciences like the Idealism, Realism, Liberalism and Marxism. Ulusal güvenlik kavramı ilk olarak İkinci Dünya Savaşı sonrasında ABD’de hazırlanan Ulusal Güvenlik Anlaşması’yla (National Security Act) siyasal yazına kazandırılmıştır. Tehditler ve çıkarlar bağlamında devlet kurumları arasında eşgüdümü sağlamayı amaçlayan bu belgede ulusal güvenlik, sadece tanımlayıcı bir kavram olarak kullanılıp içeriği açıklanmamıştır. Soğuk Savaş yıllarında ise NATO’ya bağlı ülkeleri komünizm tehdidinden korumak üzere yapılandırılan ulusal güvenlik kavramı, giderek ülkelerin iç ve dış politikalarını belirlerken kullandıkları bir referans halini almıştır. Kavram olarak oldukça yakın bir geçmişe sahip olan ulusal güvenliğin içeriği aslında siyaset biliminin temel kuramları olan İdealizm, Realizm, Liberaliz ve Marksizm tarafından biçimlendirilir. Bu nedenle ulusal güvenlik politikalarını çözümlerken kullanılabilecek elverişli veriler üretmeyi amaçlayan bu makale sözü edilen kuramları tarihsel ve betimsel yöntemlerle irdeleyerek ulusal güvenlikle olan ilişkilerini ortaya koymaktadır
