Abstract

In this study, the level of human development is measured based on the provinces and regions in Turkey. Reconsiderng the human development index for Turkey, the study also proposes new results for this context. In the study the human development calculated is based on the UNDP's method. According to this method, the dimensions of human development is measured worldwide with reference to education, health, and income each year. However, in order to better reflect the results of this method in Turkey, a change has been made in the calculation of the health index. Average life expectancy was not used in the calculation of the health index, as the statistical explanatory power of this variable is low. The infant and child mortality rate variable was used instead, given its higher explanatory power. According to the results, the first five provinces with the highest human development in Turkey in 2019 are Istanbul, Ankara, Kocaeli, Tekirdağ and Bilecik, respectively. The provinces with the lowest values are Ağrı, Siirt, Gaziantep, Şanlıurfa and Van. The use of income acquired from human development in the fields of health and education is considered as a development success. According to this criterion, Giresun is the most successful province among the provinces, whereas Kırşehir is the most unsuccessful province.
