Abstract The principle of non-interference in internal affairs is one of the sine qua non of the thesis of the unity of states, which is determined by the United Nations treaty and formed by international law based on the principle of sovereign equality. Based on this principle, interference in the internal affairs of states, including their political independence, is prohibited by current international law. Since the content of the principle is very broad, it is essential to evaluate the events according to the situation and decide whether the intervention has taken place or not. The concept of information has become more widespread due to the reality brought by the internet in recent years, and the concept of information, which has become more updated with the fact that more than 60 percent of the world's population is online according to the latest statistics, has started to gain importance in the context of the principle of not interfering in internal affairs. Then some of the countries that are members of the United Nations (UN) make use of new definitions and terms such as information warfare, information terrorism, information attacks, and even build their own national laws and behaviors that can form a precedent from the point of view of international law, on these foundations. The states that try to create a security doctrine based on the definitions we have mentioned are mostly united under the umbrella of the Shanghai Cooperation Organization (SCO). As a matter of fact, in our study, the concepts of security comprehensive information built by the SCO on the basis of non-interference in internal affairs will be examined and determinations will be made on which actions taken based on the aforementioned definitions are violations of the prohibition of non-interference in international law.
