Abstract

Modern social state provides education rights as a constitutional right, to all of its citizens without any discrimination. Hence, education rights of disabled citizens are under guarantee of the state itself. Especially for those who are born disabled; it is crucial to be provided education opportunities for their future. It is necessary that disabled children get their education together with other children so that they mingle each other which eventually facilitate their adaptation into the social life. Some disabled children, however, cannot benefit from formal education due to their disabilities. At this point, their education rights are provided through special education services. In this study, the implementation of special education services in Turkey has been examined through the historical process, and comparisons have been made with foreign countries.
