Abstract

Public expenditure presenting approximately ten percent of GDP at the beginning of the twentieth century, has increased in parallel with the state economic development function. Due to inability of accompanied by increases in income up to public expenditure, has emerged vicious cycle of budget deficits and debt problem. This has led to changes in the structure of public spending. This change in the structure of expenditure created a significant obstacle to realize macro-economic functions of the budget, the quality of public services has fallen and as a result of this situation has been experienced the decline in the increase in social welfare. In this study, aims, to evaluate the relationship between public spending and public borrowing using panel data analysis for the period 1995-2008 the case of EU members. In this study has been concluded the increase in public debt to increase the share of interest expenditures in the budget and as a result are experiencing changes in non-interest public spending.
