Abstract

In this study, the theoretical framework of the crisis was handled primarily and Turkey's economy in 1994, introduced in 2000 and 2001 after the financial crises, monetary and fiscal policies, especially after the 2001 crisis the "2001 Transition to Strong Economy Program" to evaluate the impact on employment at the economic package. These programs after restructuring the country's economy stable and sustainable growth, although it was aimed to capture, giving priority to the country's economic stability is a problem because it becomes a deferred employment, based on statistical data, the program introduced after the positive employment growth rates, reflected in the observed increase in the country and as a result, it is concluded that the most important shortcoming in settling the problem is the lack of investments for employment creation in Turkey and the necessary workforce planning practices and strategies.

Özet

Bu çalışmada öncelikle krize ilişkin teorik çatı ele alınmış ve Türkiye ekonomisinde 1994, 2000 ve 2001 yıllarında yaşanan krizler sonrası uygulamaya konulan para ve maliye politikalarının özellikle de 2001 krizi sonrasında uygulanan “2001 Güçlü Ekonomiye Geçiş Programı” adlı ekonomi paketinin istihdam üzerine etkisi incelenmeye çalışılmıştır. Söz konusu programlarda ülke ekonomisinin istikrarlı yapıya kavuşturulması ve sürdürülebilir bir büyümenin yakalanması amaçlanmasına rağmen ülke ekonomisinde istikrarın sağlanmasına öncelik verilmesi nedeniyle istihdamın ertelenen bir sorun halini aldığı, istatistiki verilerden yola çıkarak uygulamaya konulan program sonrası büyüme oranlarında yaşanan artışın ülke istihdamına olumlu yansımadığı gözlenmiş ve sorunun çözüme kavuşturulmasındaki en önemli eksikliğin Türkiye’de istihdam yaratıcı yatırımların, gerekli işgücü planlamasının ve stratejilerinin uygulamalarındaki yetersizlikten kaynaklandığı sonuçlarına ulaşılmıştır.
