Abstract

Public expenditure is very important for all countries considering its effects and functions in the economy. However, scarcity of public resources leads to increase in the quest for effectiveness in public expenditure. In this *Yrd.Doç.Dr., Erciyes Üniversitesi, Maliye Bölümü, [email protected] Yrd.Doç.Dr., Ömer Halisdemir Üniversitesi, Maliye Bölümü, [email protected] study, efficiency analysis was conducted by choosing the public educational, health and social protection expenditures as inputs and human development index as output in OECD countries for selected three year. Free Disposal Hull (FDH) and order-? methods are used for measuring efficiency. Order-? method has been suggested recently because data envelopment analysis and FDH methods are very sensitive to outliers in dataset. The efficiency scores obtained from FDH and Order-? methods indicate that Turkey is relatively efficient and super-efficient according to order-? method.
