Abstract
Changing labor markets by globalization have affected youth labor force attending labor market newly, especially less qualified and experienced. At whole the world, Most of youth have been working as a low priced, temporary and non-guarantee. Especially in developing countries, Youth have been employed in unregistered economy. Unregistered economy is important problem in Turkey and Youth suffer from unregistered employment, mostly. The main aim of this study is to examine circumstances and dimensions of youth in unregistered employment in the world and Turkey and to offer needed policies. Özet
Küreselleşme ile birlikte değişen işgücü piyasaları özellikle işgücü piyasasına yeni giren daha az vasıf ve deneyime sahip olan gençleri daha çok etkilemektedir. Tüm dünyada gençlerin büyük çoğunluğu güvencesiz bir şekilde, düşük ücretli ve geçici işlerde çalışmaktadır. Özellikle gelişmekte olan ülkelerde genç istihdamı kayıt dışı sektörde yoğunlaşmaktadır. Türkiye’de de kayıt dışı ekonomi önemli bir sorundur ve kayıt dışı istihdamdan en çok gençler zarar görmektedir. Bu çalışmanın temel amacı dünyada ve Türkiye’de gençlerin kayıt dışı istihdamdaki durumunu ve boyutlarını incelemek ve buna bağlı olarak ihtiyaç duyulan politikaları ortaya koymaktır. Bu çalışmada TÜİK Hane Halkı İşgücü Anketleri verileri kullanılarak Türkiye’de gençlerin kayıt dışı istihdamdaki durumu incelenmiş ve gençlerin yetişkinlere oranla daha yüksek oranlarda kayıt dışı çalıştığı tespit edilmiştir.
