Abstract

In today's global economy, for which technology is one of the key factors of economic growth and structural transformation, increasing productivity and competitive power, hence welfare and quality of life, efforts and the searches for policy-making of different countries to increase scientific and technological capacity draw attention. This study aiming to evaluate Turkish governmental perspective on the problematic of technological improvement summarizes the evolution of related policies, and then discusses technology policy at the context of goals and targets stated in five-year development plans and their extent of realization.

Özet

Teknolojinin iktisadi büyüme ve yapısal dönüşüm, verimlilik ve rekabet gücü, dolayısıyla da refah ve yaşam kalitesi artışının en temel unsurlarından biri haline geldiği günümüz dünya ekonomisinde, ülkelerin bilimsel ve teknolojik kapasiteyi artırmaya yönelik çaba ve politika üretme arayışları dikkat çekmektedir. Devletin teknolojik gelişme sorunsalına yaklaşımını değerlendirmeyi amaçlayan bu çalışmada, teknoloji politikalarının evrimi özetlendikten sonra kalkınma planlarına yansıyan amaç ve hedefler ile bunların gerçekleşme düzeyi bağlamında teknoloji politikaları tartışılmaktadır
