The founders of the Turkish Republic wanted to consolidate the process of the Treaty of Lausanne and the proclamation of the Republic with the idea of economic independence through a fast and total development. However, the attempts made for the development at that time faced many politic, social and diplomatic problems. One of the important diplomatic problems was the burning issue of the population exchange which would be performed among the Greeks living in Turkey and the Turks living in the Western Thrace reciprocally.The settling of the ones among the Turks coming form the Western Thrace who were engaging in the agricultural activities, solving the problems of the agricultural sector and organizing and training the agricultural producers were handled as a whole. The process of development comprehended as a whole in the sense of the economy, the society and the human was supported with many projects. A special example to these comprehensive, foreseeing, modern and innovative projects adopted as a part of the development policies of the Republican Period is "the Model Village Project" of Kazım Dirik, who was the inspector general of Thrace. Türkiye Cumhuriyeti' nin kurucuları Milli Mücadele, Lozan Barış Antlaşması ve Cumhuriyet'in ilanıyla yaşanan süreci, ekonomik bağımsızlık fikriyle, hızlı ve top yekûn bir kalkınmayı sağlayarak pekiştirmek istemişlerdir. Ancak dönemin kalkınma girişimleri içeride ve dışarıda pek çok siyasi, sosyal ve diplomatik sorunla karşılaşmıştır. Bu dönemde çözüm bekleyen önemli diplomatik sorunlardan biri de Türkiye' de yaşayan Rumlar ile Batı Trakya'daki Türk' lerin nüfus değişimine ilişkin Mübadele Meselesi olmuştur.Mübadele ile Türkiye' ye gelen Batı Trakyalı Türk' lerin tarım ile uğraşanlarının iskanı, tarım sektörünün sorunlarının giderilmesi, üreticinin örgütlenmesi ve eğitimi gibi önemli konular kırsal kalkınma açısından bir bütün olarak ele alınmıştır. Ekonomik, sosyal ve beşeri alanda bir bütün olarak ele alman kalkınma süreci birçok proje ile de desteklenmiştir. Bu projeler arasında Trakya Umumi Müfettişi Kazım Dirik tarafmdan hazırlanan "Örnek Köy Projesi" Cumhuriyet Dönemi kalkınma politikalarında benimsenen kapsamlı, ileri görüşlü, çağdaş ve yenilikçi yaklaşımın özel bir örneğidir. Kalkınmanın ve zenginliğin tüm topluma dengeli bir biçimde dağıtılması hedefinin en önemli belgesi olan bu proje ülkemizdeki bölgesel eşitsizliği kaldırabilecek, istihdam yaratabilecek ve kentlere göç baskısını azaltabilecek potansiyeli nedeni ile günümüzde bile uygulanabilirliği olan önemli bir proje niteliği taşımaktadır.Bu çalışmanın amacı; kuruluş yılları itibariyle Cumhuriyet Dönemini, genel konjonktür içinde seçilen ve uygulanan tarımsal kalkınma politikaları ile birlikte ele alarak, bugüne dek birbirinden ayr^ düşünülen konuların aralarındaki bağı, bütünselliği ve dönemin yaklaşımının çağdaşlığını vurgulamaktır.
