Abstract

Global climate change is a crucial challenge of the twenty first century. Global climate change may cause water and food crises, and economic shocks, as well as competition, tension and armed conflicts for scarce water sources and fertile land. Global warming may also cause mass migration and destabilization. Therefore, global climate change may become a serious source of geopolitical instability in some of the already fragile regions of the world and therefore should be considered as a serious security issue. The Kyoto Protocol was the most significant result of global efforts to limit carbon dioxide (CO2), methane (CH4), nitrous oxide (N2O), hydrofluorocarbons (HFCs), perfluorocarbons (PFCs), sulphur hexafluoride (SF6) gas emissions and the international agreement reached, as a result of the Kyoto Conference held in 1997, will end in 2012. The Copenhagen Climate Conference held in December 2009 to limit carbondioxide gas emissions could not reach any positive result. Turkey should plan serious measures against the potential effects of climate change. These measures should strive to limit carbon dioxide gas emissions, protect the environment and natural resources and adapt to the new climate conditions. Turkey, should also consider the potential effects of global climate change in the already unstable region of the Middle East and the reflections of potential water and food stresses and mass migrations and their effects on Turkey's security. Turkey should consider climate change effects as a serious security issue and should develop strategic measures to meet those challenges.
