Today, two parallel strategies are being implemented in the settlement of Cyprus problem. One is the consideration of the Cyprus problem as a “Cyprus criteria” during the Turkey-European Union (EU) negotiation process. The other is the settlement of Cyprus problem through negotiations between Turkish Cypriot and Greek Cypriot governments. As Turkey-EU negotiation process seems to take a long time and as its future is unclear, the second strategy gains weight in the settlement of the problem. Kıbrıs siyasi sorununun çözümünde günümüzde paralel olarak iki stratejinin uygulandığı görülmektedir. Bunlardan birincisi Kıbrıs siyasi sorununun Türkiye-AB müzakere sürecinde âdeta bir “Kıbrıs kriteri” olarak ele alınarak çözülmesidir. Diğeri ise Kıbrıs-Türk ve Kıbrıs-Rum yönetimi arasında yapılan müzakerelerle Kıbrıs siyasi sorununun çözülmesidir. Türkiye-AB müzakere sürecinin uzun bir süre gerektirmesi ve bu sürecin akıbetinin belli olmaması nedeniyle sorunun çözümünde ikinci stratejiye a ırlık verilerek yol alınmaya çalışıldığı görülmektedir. Bu stratejinin uygulanması Kıbrıs Türklerine kendi kaderlerine sahip çıkma anlamında önemli bir sorumluluk getirmesinin yanı sıra Türkiye’nin de AB ile ilişkilerinde Kıbrıs siyasi sorununun Türkiye’nin temel dış politika stratejilerine, özellikle Garanti Anlaşması’ndan doğan haklarına uygun olarak çözümünü gözetme sorumluluğu getirmektedir.
