Siyaset-bürokrasi ilişkisi öteden beri kamu yönetimi disiplininin en temel ve tartışmalı konusu olmuştur. Bu ilişki parlamenter sistemlerde çoğunlukla bürokratlar ve siyasetçiler arasında üstünlük arayışıyla güdülenen gerilimli bir süreci barındırmaktadır. Türk yönetim tarihinde 2000’li yıllar söz konusu aktörlerin ilişkileri bakımından önemli kırılmaları içermektedir. Bu bağlamda çalışma, siyaset ve bürokrasi kavramlarının genel gelişim çizgileri ile kamu yönetimi disiplini açısından birbirleriyle ilişkilerinin analizini yaparak, Türk siyasetinde 2000’li yılların en önemli aktörü olan siyasal iktidarın gerçekleştirdiği kamu yönetimi reformlarının bürokrasiye etkilerini saptamayı amaçlamaktadır.
