Abstract

This study investigates the validity of opportunistic and partisan political budget cycles for the local elections held in Turkey. For this purpose, the study covers three local elections held between 2007-2019 and employs a panel data analysis as an econometrics tool. The results obtained show that there exists both opportunistic and partisan political budget cycles on public spending, public income, and on their various sub-items. Compared to the right-oriented ones, the left-oriented municipalities were identified to have more distinct partisan behaviors in various public expenditures and public income sub-items. However, the partisan effect varies according to the estimated models.
