Abstract

Democracy is a regime for the communities where different social groups representing different interests defend their interests and demands against each other and the state, and where civil society organizations are strong and effective. Civil society, on the other hand, can only be present in communities where certain socio-economic conditions have been actualized. Free market conditions, a non-coercive state instrument, an autonomous individual, and a conflict and reconciliation culture represent the economic and social conditions required by a civil society. It is hard to tell that the civil society, in the case of Turkey, that is supposed to uphold democracy has the features in question. Historical authoritarian state tradition, inadequacy of the free market conditions, solidarist social mentality that does not much allow autonomous individual life, and culture of intolerance are the factors that have caused the civil society to lack the mechanisms that will develop the western type democracy to a great extent
