Abstract

Although the Science of Administration may be considered as a discipline from the 18th century onwards, it is not possible to search for the origins of the administration and administrative apparatus within the same period. In fact, since the administration had institutionalized with all its apparatus, thereby can be fully observed, in the Lower Mesopotamia region at the end of 4000 B.C. and beginning of 3000 B.C, the origins of the administrative thought dates back to the older times. During this period, there had been a great structural change and a transformation process with many economic, political, administrative, ideological, religious, social, cultural reasons and their following results. Therefore, according to some, ‘the first cities’ had been esta blished, but according to others, ‘the early state’ had been born. Abandoning the establishment of cities to Archeology and the birth of the state to Anthropology, the Science of Administration almost turns a blind eye to these stages. Accordingly, this study, which tries to deal with the emergence of the first cities and the early state as a matter of administration, has two aims. The first is to indicate the necessity to deal with the city and the state within these earlier periods for the Science of Administration. The second aim is to determine the correct use of expressions that may cause problems between the Science of Administration and Archeology or Anthropology in conceptual terms indicating the administration and administrative apparatus existed in ‘primitive’ or ‘early’ stages of history.
