Abstract

The Finnish health system has a decentralized structure in which service delivery is carried out by local governments and primary care services have a wider scope compared to other European countries. After the first coronavirus case was seen in the country at the end of January, many measures and restrictions were taken rapidly, some of which were made in accordance with the existing pandemic plans and the Infectious Diseases Law, while some were put into practice within the scope of emergency powers. Over time, a hybrid approach has been adopted, with restrictive measures relaxed in a controlled way and following an approach focused on testing, monitoring, isolation, and treatment. The problems experienced in the first weeks regarding mask recommendations and information sharing were overcome with an open communication approach, and the participation of the majority of the society was ensured. A strong primary health care infrastructure, the measures taken in the early weeks of the pandemic, and an effective outbreak communication strategy are considered as the main drivers of their success in the pandemic management compared to the many other European Union and Northern European countries.
