Abstract

The coronavirus pandemic posed significant challenges to lawmakers worldwide because the legal basis for significant protective measures was lacking in many countries. In Germany, at the beginning of the Corona pandemic, protective measures were taken by isolating the infected and ordering home Qurantans for contacts. Events were banned and schools were closed. The exit restrictions, the mask obligation are as further necessary protective measures. However, it was disputed whether the law provided a legal basis for these measures at all. The German Bundestag has amended the Infection Protection Act many times from the beginning of the pandemic until today. With these changes, many protective measures that were not previously regulated in the law are obviously regulated. In this study, the legal bases of the protective measures taken at the beginning of the pandemic, the content of the new regulations and penal and fine provisions of the Infection Protection Act are examined.
