Abstract

With the efforts of health reform starting after 1989 in Romania, certain changes were made to health organization and financing. Ministry of health and National Health Insurance Fund conducted the efforts of reform on national basis. In addition, World Bank and World Health Organization made financial supports in determining the guidelines of the projects. Ministry of Health drifted apart from the delivery of health services and embraced the roles in creating legal framework, determining policies and evaluating outcomes. Provincial directorates of public health and insurance funds were created on provincial level. Provincial Directorate of Public Health was administered by an administrative board including a physician as chairman and an accountant. Furthermore, hospital administrations were also localized with the motto of increasing economic efficiency. The health reform in Romania has resulted in inequality in access to public health services, dissatisfaction of health workers, migration of health staff to foreign countries and deteriorating health indicators.
