Abstract
With the public procurement law which has come into effect on 01.01.2003, turn key flat value has become the main bid method in Turkey. The most important problem about the application of this method is to prepare a confidential cost estimating and establish a realistic allowance at the beginning of the building process. In this study, village clinics within public investments have been illustrated and a research on the relationship between approximate cost and region, duration, bid discount and conjectural square meter cost parameters has been conducted. Özet
4734 sayılı Kamu İhale Kanununun 01.01.2003 tarihinde yürürlüğe girmesiyle, kamuya ait yapım işlerinde Anahtar Teslimi Götürü Bedel yöntemi esas alınmaktadır. Bu yöntemin uygulanmasında yaşanan en büyük problem, işin başında güvenilir bir maliyet tahmini yapılamaması ve işin ödeneğinin baştan gerçekçi bir şekilde belirlenememesidir. Bu çalışma ile kamuya ait bina yatırımları arasından sağlık ocakları örneklenerek bölge, süre, ihale indirimi ve tahmini m² maliyet parametrelerinin yaklaşık maliyet ile ilişkisi araştırılmıştır. Çalışmanın sonuçları, daha büyük çaplı bir araştırmada geçmiş maliyet verileriyle geleceğe yönelik güvenilir tahminler yapılabileceğini göstermektedir.
