“İyi idare hakkı” çok daha önceleri Avrupa Konseyi belgelerinde yer almış bir kavram olmasına karşın genel olarak literatüre “Avrupa Birliği Temel Haklar Şartı” sayesinde girmiştir. Şartın ilgili Maddesinde “iyi idare hakkı”; kişilerin Birlik nezdindeki taleple-rinin makul bir zaman zarfında, yansız ve hakkani-yetli bir şekilde neticelendirilmesini isteyebilmeleri olarak tanımlanmaktadır. Açık Kapı Birimlerinin ise vatandaşların valilik ve kaymakamlık makamlarına yaptıkları başvuruları hızlandırmak, başvuruların sonuçlarını takip etmek, başvurulara ilişkin analiz-ler yapmak ve raporlama çalışmalarında bulunmak gibi görevleri bulunmaktadır. Bu çalışmada “iyi idare hakkı” olgusu incelenerek, bu hakkın uygulanmasına aracılık etme potansiyeli-ne sahip bir mekanizma olarak “Açık Kapı Büroları” değerlendirilmektedir. Çalışmanın temel amacı bi-reyin “iyi idare hakkı” kapsamında talep ve istekle-rinin gerçekleşmesine aracılık eden bir mekanizma olarak Açık Kapı Bürolarına ve işlevlerine dikkat çek-mek ve bu alanda literatüre katkı sağlamaktır
