Abstract

The main purpose of external (statutory) auditing is reaching a conclusion about the reliability of financial statements and sharing this opinion with the interested parties. Financial statements are required to be understandable, relevant, reliab- le, comparable, and timely to enable the decision takers utilize the information transmitted rapidly and in the best way. This purpose gains importance in busi- ness world, which is characterized by numerous stakeholders, complex relations and multinationals. The anticipated benefit of the audit of financial statements can be utilized when auditing service is efficient. Specifically corporate corrupti- ons and audit failures observed in 2000s had shaken the investors’ trust. This en- ded up with the revision of the auditing function. Sarbanes-Oxley Act and Euro- pean Union legislation became the imperative of this situation. Turkey had star- ted reorganizing her accounting and auditing bodies as well, according to these two legislations and practices, which gradually become closer. At this level, the mission of Turkey is to place the independency and transparency of newly estab- lished bodies forefront and to guard the structuring from political will.
