Abstract
The participation of the regional and local administrations to decision mechanisms of the European Union (EU) has been ensured over time, even though it is limited, in the direction of their requests. The Regional and local authorities can participate in decision-making of the EU mechanisms through formal and informal ways (lobbying). In this article, the ways of formal participation are examined and the evaluation of the ways of informal participation has not done due to the volumetric limitation of the article. The article, classifies ways of formal participation as direct and indirect participation. In the first part of this study, the direct participation that is defined as the representation of the regional and local administrations in Committee of the Regions (CoR) will be examined. Subsequently the indirect participation, that is to say, the modes of participation that regional and local governments represent theirs States at the institutions of the EU (Council, of European Union, Commission European and Parliament European) is explained. The aim of this article is to indicate the importance the participation of these units in decision-making mechanism of the EU and their power and potential to influence EU decisions.

Bölgesel ve yerel yönetimlerin Avrupa Birliği karar mekanizmalarına katılımı, zamanla bu birimlerin talepleri doğrultusunda kısıtlı da olsa sağlanmıştır. Bölgesel ve yerel yönetimler, AB karar mekanizmasına resmi yollardan katılabildikleri gibi gayri-resmi yollardan (lobi faaliyetleri aracılığıyla) da katılabilirler. Bu çalışmada, resmi katılım yolları incelenmekte olup gayri-resmi katılım yollarının değerlendirilmesi, makalenin hacimsel kısıtlılığı nedeniyle yapılamamıştır. Resmi katılım yolları, doğrudan ve dolaylı katılım olarak sınıflandırılmaktadır. Çalışmanın ilk bölümünde, bölgesel ve yerel yönetimlerin AB Bölgeler Komitesi’nde temsil edildiği katılım olarak tanımlanan doğrudan katılım yolu incelenmektedir. Akabinde bölgesel ve yerel yönetimlerin tabi oldukları devletleri, AB kurumlarında (AB Konseyi, Avrupa Komisyonu ve Avrupa Parlamentosu) temsil ettikleri dolaylı katılım açıklanmaktadır. Çalışmanın amacı, bu yönetsel birimlerin AB karar mekanizmalarına doğrudan katılımının önemi ile AB kararlarını etkileme gücünü ve potansiyelini gösterebilmektir.
