The reason why the regional and local administrations are looking for informal ways, is that their effect on the decision mechanism has not been seen sufficient because the Regional Committee decides on the advisory nature. In other words, they have already applied to informal ways with the aim of to overcome the deficiencies of the formal ways of participation in the European Union decision mechanisms.
