Abstract

In this study, after defining the notion of poverty, we discuss the social budget conceptually and theorically and then state how to make social budget and it's impact on business cycles. Later, the relationship between poverty and social budget has been studied and the poverty problem in Turkey has been generally described. In the last part of the study, we tried to determine the expenditures that could be shown in the social budget and developed some proposals for a social budgeting process in Turkey.
